Ishikari Renewable Energy Data Center No.1 has signed a Memorandum of Understanding (MoU) with NeutraDC, a subsidiary of Telkom Indonesia, to develop cross-border digital infrastructure linking Hokkaido, Indonesia, and Singapore.

The tie-up intends to attract data center tenants and GPU users from Southeast Asia to Hokkaido by enabling low-latency connectivity and shared service deployment across the three markets.

Under the terms of the deal, NeutraDC will provide colocation services at its facilities in Singapore and Indonesia for customers of Ishikari Renewable Energy Data Center No.1. In return, Ishikari will support the installation of NeutraDC’s Singapore network point of presence at its Hokkaido site via Japan’s All-Photonics Network under the Innovative Optical and Wireless Network initiative, which is scheduled to open between Hokkaido Ishikari and Tokyo Otemachi in August 2026.

Construction at the Ishikari Renewable Energy Data Center No.1, located in Ishikari City, Hokkaido, Japan, commenced in 2024, with operations expected to begin at the end of March 2026. The project spans 11,093 sqm (119,404sq ft) and has a capacity of approximately 15MW. According to the company, the data center will be powered entirely by renewable energy through both long-term Power Purchase Agreements and onsite solar arrays.

The companies also plan to jointly develop and promote cross-border GPU-as-a-Service (GPUaaS) offerings. NeutraDC will lead GPU system architecture and AI compute operations, while Ishikari will provide infrastructure and support customer deployment in the region’s RE100 zone.

The collaboration is intended to deliver end-to-end GPU services across Singapore, Indonesia, and Hokkaido, enabling workload aggregation, secure access, and redundant network routing.

According to NeutraDC, the deal will enable its strategic entry into the Japanese market, driven by the availability of renewable energy in the Hokkaido market and a supportive policy environment. According to reports, the Hokkaido local government has backed the initiative since early 2025.

NeutraDC is a subsidiary of Telkom Indonesia. The company operates two hyperscale data centers in Cikarang and Batam in Indonesia, as well as three core data centers in Sentul, Serpong, and Surabaya, and 21 Edge facilities across Java, Bali, Sumatra, Sulawesi, and Kalimantan.
