Amazon has lodged a complaint against an Oregon-based utility, claiming it has failed to provide its data centers with sufficient power.

As reported by Bloomberg, the complaint has been filed against Berkshire Hathaway-owned PacifiCorp, a utility based in Portland, to the Public Utility Commission of Oregon.

According to Amazon, PacifiCorp has failed ot meet obligations that date back to 2021 to power Amazon Web Services (AWS) data centers in the area.

One AWS campus, the complaint states, has "insufficient power," a second has no power at all, and PacifiCorp “has refused to even complete its own standard contracting process for the third and fourth data center campuses.”

Neither Amazon nor PacifiCorp has yet responded to Bloomberg's requests for comment. DCD has also reached out to both companies.

Amazon has had a data center presence in Oregon for a number of years. It began building in Boardman in Morrow County around 2011, and expanded in Hermiston, in nearby Umatilla County, from around 2017. The cloud giant operates its US West 2 Oregon region from those data centers. The region has four availability zones, suggesting at least four operating data centers.

In 2023, Amazon applied to power three of its data centers in Morrow County with Bloom Energy natural gas fuel cells. It withdrew the plans in June 2024 after facing criticism. DCD has additionally asked AWS if the company was exploring fuel cells due to the lack of power being provided by PacifiCorp.

Amazon also signed a PPA with Avangrid in February 2024 to procure the power output from a wind farm in Oregon. The Amazon Wind Farm Oregon – aka Leaning Juniper IIA – was said to have a capacity of 98.4MW generated by 40 turbines.

Towards the start of 2025, the company purchased 400 acres in Arlington, Oregon, to expand its data center presence further. At the time, however, it noted it could still be many years until it is actually operating a site in Arlington due to the process of getting permits, electricity, and negotiating tax breaks for the site.
