Telefónica and Google Cloud are teaming up to launch sovereign cloud offerings in Spain, including the Google Cloud Data Boundary.

Through its subsidiary Telefónica Tech, Telefónica is working with Google Cloud to expand Google's Madrid region to offer its Google Cloud Data Boundary services to customers in Spain, enabling them to manage controls for data sovereignty.

The offering will use Google Cloud's local infrastructure, which is encrypted by keys stored by Telefónica in its own sovereign cloud, providing protection from unauthorized access from external jurisdictions.

The Google Cloud Data Boundary was launched in 2025 among a series of sovereignty offerings, and enables customers to create a data boundary and control where data is stored and processed, including ensuring data processing is either in the US or EU and specifying the country where it is stored.

Google has partnered with local companies elsewhere in Europe for sovereign cloud offerings in the past, including with Thales in France and Deutsche Telekom in Germany. Earlier this month, Google and Thales also expanded to create a German sovereign cloud, establishing a separate German entity.

Tata Consultancy Services launches EU-based sovereign cloud services

Also in the EU, Indian multinational Tata Consultancy Services (TCS) has launched SovereignSecure Cloud, an offering designed for governments, public sector enterprises, and regulated industries.

According to TCS, the offering combines sovereign cloud infrastructure delivered through hyperscalers, along with AI capabilities, and can enable organizations to meet regulatory requirements and digital autonomy.

Having previously launched the SovereignSecure Cloud in India, TCS has plans to further expand to Kenya, East Africa, and the Philippines.

TCS has a European Delivery Network of 10 data centers and 21 delivery locations across Europe.

KPN and Schwarz Digits launch sovereign cloud service in the Netherlands

Also this week, Dutch telco KPN announced it was teaming up with Germany's Schwarz Digits on a Netherlands-based sovereign cloud offering.

The offering will be hosted in KPN's data centers in the Netherlands, with KPN responsible for connectivity and IT services, while Schwarz Digits' StackIT will offer the cloud platform.

According to KPN's website, the company has three data centers throughout the Netherlands.

Joost Farwerck, CEO of KPN, said: “In the Netherlands and Europe, there is a clear need for sovereign cloud solutions. Dutch companies and public organizations are increasingly looking for greater control over their data and a secure European cloud at scale."

Through our joint go-to-market strategy, we bundle the first-class connectivity and market position of KPN with the sovereign cloud stack of StackIT to a European powerhouse. A crucial milestone is the deep integration of our services directly into KPN's Dutch data centers. Customers can purchase the entire solution directly from KPN as their trusted partner. German companies benefit massively from the new option of seamlessly using the cloud region of the Netherlands in their existing StackIT setup."

Earlier this month, StackIT announced it was working with BT International to bring StackIT's EU sovereign cloud to multinational customers with operations in the EU while complying with regulations, using StackIT's four data centers in Germany and Austria.

Du launches UAE cloud platform for Chinese organizations looking to expand into Middle East

Elsewhere, Middle Eastern telco Du has launched a UAE-based cloud platform specifically targeting Chinese organizations.

Dubbed the National Hupercloud - Huawei Edition, it aims to help Chinese enterprises and SMEs expand their presence in the UAE while meeting compliance standards.

Jasim Alawadi, chief ICT officer at du, said: “We have created a sovereign, scalable cloud environment that addresses the core priorities of Chinese enterprises: local data hosting that ensures compliance with UAE regulations, seamless connectivity, and secure data exchange.”

The offering is built on Huawei's full-stack cloud infrastructure and hosted within two UAE-based data centers.

The specific data centers have not been identified. As of April 2025, Du operated five data centers across the UAE, and was planning a new hyperscale facility.

Earlier this week, Huawei launched its full-stack data infrastructure offering for AI, including the OceanStor Pacific Scale-Out Storage offering, which provides 11PB of storage capacity across a 2U space.
