Stream Data Centers is expanding the scope of a planned development in the town of Alabama, New York.

Stream is aiming to develop a large campus at the Science, Technology & Advanced Manufacturing Park (STAMP) in Genesee County, New York. The development is known as Project Double Reed.

News that Stream was targeting a development in Genesee County surfaced in March 2025. At the time, the operator was said to be planning a 900,000 sq ft (83,600 sqm) facility, with around 250MW of capacity, including a 600MW substation.

The firm was previously set to invest some $6.3 billion. This was later upped to $11.81 billion after Stream pulled and resubmitted its application.

The Genesee County Economic Development Center (GCEDC) announced last week that Stream had submitted a revised application that would increase the project’s capital investment to $19.46 billion.

According to documents, the company currently aims to develop around 130 acres into a campus hosting 2.2 million sq ft (204,400 sqm) across three two-story buildings. The site would offer around 500MW.

It’s unclear if the revised capital investment will result in more buildings being developed than the three currently planned.

Stream said the project is being undertaken in direct collaboration with a “prominent existing tenant, a Fortune 50 company with an S&P credit rating of at least AA-,” according to GCEDC documents.

The proposed agreements include a $285 million payment in lieu of taxes (PILOT) agreement.

A meeting about the proposals is due to take place on March 19.

Alabama, in New York State, is some 25 miles east of Buffalo.

The land in question was originally set to host a hydrogen plant from Plug Power, but Plug sold the land to Stream earlier this year for $132.5 million. The first tenant of STAMP, Plug launched construction on a 56-acre green hydrogen plant and a 450MW electricity substation in 2021. However, construction work ceased last year amid funding issues.

Founded in 1999, Stream’s footprint extends across Texas, Illinois, Minnesota, Colorado, Ohio, Virginia, Iowa, Oklahoma, Georgia, Alabama, and California. The company was recently acquired by Apollo Global Management from Stream Realty Partners.
