Developer Atmoss LLC yesterday withdrew its plans to build the second phase of a more than 500-acre data center called ‘Project Anthem’ in Tulsa, Oklahoma.

Atmoss was looking to rezone approximately 375 acres of land between East 11th Street South and East 21st Street South and east of South 193rd East Avenue, which, if successful, would have permitted the construction of a data center.

It would have been located adjacent to Project Anthem’s first phase, which spans 340 acres and is set to begin construction this spring, according to News On 6.

The City of Tulsa’s communications officer, Carson Colvin, also told News On 6 that developer Atmoss was “exploring options,” adding that phase two of the project remains possible.

Although the Tulsa City Council approved a temporary nine-month data center moratorium last week, the moratorium exempted the first and second phases of Project Anthem, meaning Atmoss could have continued with its rezoning application but chose not to.

Project Anthem was first proposed in 2024 before being approved in March of that year.

Residents expressing opposition to new data center projects in Tulsa frequently cite concerns about their impact on the local environment, energy and water usage, and their effect on local property values.

Oklahoma is not home to many data centers, and Tulsa is not a major data center hub. Most of the state’s data centers are located in or around its capital Oklahoma City.
