Real estate developer Panattoni is looking to secure a “cost reimbursement agreement” with the Town of Turtle, Wisconsin, for a potential 430-acre data center.

The matter is set to be discussed and potentially voted on at the Town of Turtle’s Town Board Meeting on June 9.

A cost reimbursement agreement is when the local government reimburses a contractor for certain costs incurred whilst working on the project.

The project, known as Project Cornmaze, would be located across the towns of Beloit and Turtle. It was previously set to be developed under Cambrin LLC, which has the same name and email address listed in documents connected to Meta’s confirmed data center in Beaver Dam, Wisconsin.

But it was revealed by the government in early May that Panattoni had reached out to say that they were taking over the project, and the company has set up two websites about the data center.

Project Cornmaze has attracted a substantial amount of opposition from residents in Beloit and Turtle.

A public Facebook group called “No Beloit Data Center” has amassed around 3,000 members at the time of writing. A widely circulated flyer proposes that residents call on the State Governor to issue a moratorium on data center construction and request county and local authorities to ban NDAs between developers and governments.

The property is currently owned by Rock Road Companies Inc, based in Janesville, Wisconsin. The pre-development agreement has been under negotiation since June 2025.

Beloit and Turtle sit on the border between Wisconsin and Illinois in Rock County.

Founded in 1986 as an industrial real estate firm, Panattoni Development has developed around 625 million square feet of office, logistics, and industrial space in the US alone.

In August 2024, the company said that it would begin developing data centers, setting itself a target to develop 1GW of data center capacity by 2030. According to the company’s website, it has 21 “active” data center projects.

The company also has a European unit, which got its own data center team in July 2025 after poaching several former staffers from Colt Data Centre Services.

Update: Panattoni has provided the following statement to DCD:

“Panattoni is exploring the potential development of a data center campus in the Towns of Turtle and Beloit and remains in the early stages of the process.

"The Town of Turtle Board has postponed consideration of the proposed cost reimbursement agreement, and we respect that decision. The agreement is intended to ensure the Town has access to the technical, engineering, legal, and planning expertise needed to evaluate any future proposals, without placing those costs on local taxpayers.

"While no decisions have been made regarding the project, we believe a data center campus could provide meaningful long-term benefits through new tax revenue, infrastructure investment, and job creation. We also recognize that residents have important questions about potential impacts. The site under consideration currently houses a gravel quarry and we anticipate lower water usage, emissions, traffic and noise levels, all of which will serve as a net benefit to all surrounding properties and the community. Panattoni is committed to participating in a transparent review process, providing information as it becomes available, and working closely with local officials and community members as discussions continue.”
