A gigawatt-scale data center campus is being planned outside Atlanta, Georgia.

Stillwater Development, LLC has filed a development of regional impact application with Georgia's State Department of Community Affairs for the Stillwater Technology Park in the city of Lovejoy.

Lovejoy is a city in Clayton County, some 25 miles (40 kms)south of downtown Atlanta.

Located at 11760 Panhandle Road, the Stillwater campus could total 3.465 million sq ft (321,910 sqm) of data center buildings at full build-out, according to the application.

Up to 15 buildings (each totaling 321,000 sq ft/29,820 sqm) and two on-site substations could be developed across some 400 acres.

Central Georgia EMC is set to provide the grid connection, which could total 1.25GW of capacity.

The first phase of the project could be completed by 2031. The project could be valued at up to $13 billion.

Part of the Stillwater family of companies, Stillwater Development provides land selection and development services. Listed projects on its website are mainly residential community developments.

Stillwater first filed with the city of Lovejoy to rezone 11760 Panhandle Road back in December 2025.

Clayton County is under a data center moratorium, pausing any applications and construction in unincorporated land in the area. The city of Lovejoy, however, is not under that same block, however.
