Social media company Meta Platforms has reportedly signed a pre-development agreement with the Town of Beloit for a data center in southern Wisconsin.

As reported by the Beloit Daily News, the data center could be developed on 430 acres of land located between Town Line Road, South Prairie Avenue, and East Philhower Road.

Meta has not officially confirmed it is behind the project. The application has been made under Cambrin LLC, which has the same name and email address as documents connected to Meta's confirmed data center in Beaver Dam, Wisconsin.

The pre-development agreement does not guarantee that a data center will be developed on the site, but protects the town against losing money should the project - dubbed Project Cornmaze - not proceed.

Details about the footprint of the campus, and its power draw, have not been shared.

Writing to the Beloit Daily News, town administrator John Malizio said: "To date, the town, as it would with any proposed development project, has engaged in very preliminary discussions with the property owners, neighboring municipalities, and Cambrin LLC regarding the Town’s processes, regulations, and timing.

"Given the substantial due diligence that will likely be involved, and expenses relating thereto, the Town did enter into a pre-development agreement with Cambrin LLC to ensure that the Town’s costs and expenses could be recovered. No applications, site plans, or proposals have been submitted to Town staff or elected officials.”

The property is currently owned by Rock Road Companies Inc, based in Janesville, Wisconsin. The pre-development agreement has been under negotiation since June 2025.

Beloit sits on the border between Wisconsin and Illinois in Rock County.

Elsewhere in Wisconsin, Meta is developing a campus in Beaver Dam. The $1 billion campus will span more than 700,000 sq ft (65,000 sqm) and be optimized for AI workloads, with ground beginning in late 2025. New details for the Beaver Dam project emerged this week, including that it would have a power draw of 220MW as per a contract with Alliant Energy.

Meta has around 30 data center campuses in operation or development globally. The company recently announced plans to invest $600 billion in its data center buildout. CEO Mark Zuckerberg said back in July the company was building “several multi-gigawatt clusters,” including at its existing campus in New Albany, Ohio, and a planned one in Louisiana known as Hyperion.
