The old rules of data center geography are breaking down. While everyone fights over scarce capacity in Northern Virginia and Silicon Valley, the real growth is happening in places most people never considered: West Texas, Ohio, and Tennessee are quietly becoming some of the world's largest data center markets.

The numbers tell the story clearly. According to JLL’s latest North America Data Center Outlook, 64 percent of new data center capacity is being built outside traditional Tier 1 markets. That shift isn't happening by accident. Traditional hubs are hitting hard limits on power, land, and approvals, while frontier markets offer what hyperscalers and enterprises need most: available capacity, reasonable pricing, and speed to market.

Take West Texas as an example. The report shows the region could potentially surpass Northern Virginia as the world's largest data center market by 2030. Five years ago, most site selection teams wouldn't have looked twice at markets like Midland or Abilene. Today, these areas offer abundant renewable energy, cooperative local governments, and grid capacity that established markets simply can't match.

The economics strengthen the case. According to the report, rents in traditional markets have jumped 60 percent since 2020. Data center lease rates now range from $141 per kilowatt monthly for large deployments over 20 megawatts to $334 for smaller deals under 250 kilowatts.

However, the report notes that rents in frontier markets can sometimes be comparable to those in mature markets, driven by the leasing risk premium associated with less-established locations. Despite this pricing reality, frontier markets often provide broader cost advantages through lower land costs, utility rates, and development fees that can create meaningful savings for large-scale deployments.

Ohio represents another success story. The state's central location, reliable grid infrastructure, and business-friendly environment have attracted major deployments from multiple hyperscalers. What started as overflow demand from Chicago and Northern Virginia has evolved into a destination market in its own right.

But the opportunity comes with challenges. Building in frontier markets requires different expertise than expanding in established hubs. Local utility relationships, permitting processes, and community dynamics vary significantly from market to market. Teams that succeed in these regions invest time in understanding local conditions and building the right partnerships upfront.

The approval process also looks different in emerging markets. While established markets often face lengthy community opposition and complex regulatory hurdles, many frontier regions welcome data center development as economic development. Projects that might take years to approve in saturated markets can move much faster when local officials see them as job creation and tax revenue opportunities.

Power availability tells the biggest part of the story. The report notes that traditional markets face grid connection delays of four years or more, while many emerging regions can offer faster connection timelines and more flexible utility partnerships. Some frontier markets are even developing dedicated renewable energy resources specifically to support data center growth.

The window for first-mover advantage is still open, but it won't stay that way for long. As more operators discover these markets, competition will increase, and cost advantages will narrow. Teams that move now can secure the best sites and build relationships that will pay dividends for years.

A simple recommendation: Expand your site selection criteria beyond the usual suspects. The next wave of data center growth is happening in markets that many teams haven't seriously evaluated. Those willing to look beyond traditional boundaries will find better pricing, faster approvals, and more growth options.
