UK network provider Openreach has announced that its deputy CEO, Katie Milligan, will step up to become the company's new CEO.

As part of the leadership transition, Clive Selley, the current CEO at Openreach, will become CEO of BT International, replacing Bas Burger.

The reshuffle is the latest management rejig since BT chief executive Allison Kirkby took over at the UK telco giant in 2024.

Both will take on their new roles from April 1, with Burger to depart from BT after 18 years.

Milligan will oversee Openreach's continued fiber rollout across the UK, with the company aiming to reach 25 million locations by the end of the year. The telco has built out its fiber network to more than 21 locations so far.

BT-owned Openreach could increase this target to 30 million locations by the end of the decade.

Milligan has been at Openreach since 2011. During her time at the BT subsidiary, she has held a number of roles, including managing director for customer, commercial, and propositions.

“Openreach is a critical national asset - the digital backbone of the UK - and a key driver of BT Group’s long‑term value. Its talented team, disciplined execution, and customer focus continues to strengthen our position as the UK’s most trusted connector," said Kirkby.

"Katie has helped shape that success. Her deep industry experience, strong people leadership, and sharp operational instincts make her the right leader to take Openreach forward."

Milligan has been the deputy CEO of Openreach since April of last year. Her appointment as CEO brings an end to Selley's decade-long leadership at the company. Instead, Selley will be leading BT's international arm.

In the last financial year, Openreach has lost more than 800,000 broadband customers.
