Meta has expanded a clean energy partnership with Canadian energy firm Enbridge.

The deal will see Meta take power from Enbridge’s Cowboy solar and battery storage project located near Cheyenne, Wyoming. The project comprises two facilities, Cowboy I and Cowboy II. Cowboy I, which is tied to the Meta deal, will comprise 365MW of solar power with a 200MW/1,600MWh battery energy storage system (BESS). Enbridge has completed public consultation work for Cowboy Solar and is in the process of obtaining necessary approvals for the project. The project is expected to reach commercial operations in Q4 of 2028.

“The first phase of the Cowboy Project builds on our strong and growing relationship with Meta and reflects Enbridge's disciplined approach to expanding our power portfolio,” said Allen Capps, Enbridge’s SVP of Corporate Strategy and president of its Power business. “By integrating utility-scale solar with battery storage, we’re delivering reliable, scalable energy solutions that support Meta’s data center operations while strengthening grid performance.”

The deal builds on a 600MW Power Purchase Agreement (PPA) between the two companies signed in July of last year. The PPA is tied to the 600MW Clear Fork project, located near San Antonio, which is currently under construction and is expected to be completed in summer 2027.

The PPA will see Meta offtake the entire capacity of the solar project to power its data center operations in the state. The length of the PPA was not disclosed.

Enbridge is best known as a midstream natural gas and oil company, controlling one of the largest pipeline networks within North America, operating more than 27,564 km (17,127 miles) of active crude oil and liquids pipelines. In recent years, the company has sought to diversify into the renewable sector. Last year, the firm brought a 130MW solar project in Jim Wells County, Texas, online, which is tied to a long-term PPA with US telco giant AT&T.

In addition, Enbridge is also constructing another solar farm just southeast of Abilene, Texas. The Sequoia Solar project is expected to have a capacity of around 815MW, making it one of the largest solar arrays in the US when completed.

The deal is the latest clean energy agreement to be signed by Meta. Last week, the company inked a series of PPAs with Desri for 850MW of power across three US states. At the beginning of the month, the company signed a 250MW PPA with EDP Renewables North America in Arkansas.
