Greece's proposed framework raises an important distinction between establishing requirements and establishing the evidence needed to demonstrate compliance. A 60% renewable sourcing obligation, financial-readiness requirements, bank guarantees and a national data-center registry each depend on different underlying representations. Contracted renewable supply is not necessarily delivered renewable electricity. Reserved grid capacity is not executable infrastructure capability. A financial guarantee does not independently establish that the underlying development assumptions remain valid. The consequential question is what documentary evidence supports each representation, who bears responsibility when dependencies fail, and what material changes require revalidation. At Persistence Analytics Group LLC, our Infrastructure Assumption Verification™ work examines precisely these distinctions. Evidence before reliance. Revalidation after material change. Neil P.
