An important step by FERC and PJM, but one distinction deserves attention: registering projected electricity demand is not the same as validating it. A database can record a proposed data center's location, requested capacity, service date, ramp-up schedule and backup generation. Those entries do not, by themselves, establish that customer commitments, financing, construction, utility infrastructure and energization schedules are executable. The next question is what evidence must support those representations before they are relied upon for consequential grid-planning and capital decisions—and what material changes should trigger revalidation. Persistence Analytics Group LLC addressed these evidence and revalidation questions in comments referenced in FERC's October 9 order, 197 FERC ¶ 61,019. A registry establishes visibility. Evidence establishes the basis for reliance. Neil P. Osnato Founder | Persistence Analytics Group LLC
