French chip designer SiPearl has partnered with Semidynamics to develop a rack-scale AI compute platform to support sovereign cloud-based inference workloads across Europe.
The companies said that the platform will combine SiPearl’s Arm-based CPU with Semidynamics’ RISC-V-based ASIC to support both public and private European initiatives, including AI and Gigafactory programs.
SiPearl’s CPU will provide general‑purpose compute, orchestration, and data plane hosting, while Semidynamics’ ASIC will act as the main acceleration engine for AI inference workloads and enable future performance scaling.
The rack design will be based on OCP (Open Compute Project) standards and established cloud and data center infrastructure practices, the companies said. They went on to note that the architecture of the platform will be designed for high‑throughput, high‑reliability cloud deployments, making it ideally suited for enterprise inference server clusters and AI workloads that require constant, large-scale processing power.
The second phase of the project will see further integrations at the chiplet level, with the companies set to jointly manage the reference architecture, marketing materials, and coordinated tender responses.

Launched in 2020 under the European Processor Initiative (EPI), SiPearl developed the Rhea1 processor, an Arm-based CPU designed to power supercomputers.
In July 2025, the company closed a €130 million ($176m) Series A financing round that saw participation from existing investors, European Innovation Council (EIC) Fund, and the French State, via French Tech Souveraineté, and new investor Cathay Ventures.
Spanish RISC-V chip company Semidynamics was founded in 2016 and develops memory-focused AI infrastructure that incorporates its Gazzillion memory subsystem technology, designed to overcome an issue known as the “memory wall” – the gap between processor speed and memory bandwidth.
In April 2026, memory chipmaker SK Hynix announced it had made a “strategic investment” in Semidynamics to advance “memory-centric AI inference architecture.”
