IBM has partnered with Tata Consultancy Services (TCS) to deploy an IBM Quantum System Two at the Quantum Valley Tech Park, currently under construction in the Indian state of Andhra Pradesh.

The quantum computer will contain a 156-qubit Heron quantum processor, and upon installation, will be the largest quantum computer in India.

In a statement, IBM said its partnership with TCS would allow it to support the development of algorithms and applications for use by both Indian industry and academia, adding that the Government of Andhra Pradesh, IBM, and TCS hope to accelerate the development of India’s quantum ecosystem through this initiative.

Combining this with India’s National Quantum Mission, we could see an acceleration of the next critical milestone – a successful demonstration of quantum advantage.”

Chandrababu Naidu, chief minister of Andhra Pradesh, added: “Our National Quantum Mission is to make India a global hub in the quantum industry; a true center of innovation and job creation with access to the technology capable of solving some of our country’s and the world’s most pressing and complex challenges.”

IBM first unveiled the 133 fixed-frequency qubit IBM Quantum Heron processor in December 2023, stating at the time that Heron “yields a 3-5× improvement in device performance” and a five-fold improvement in error reduction over IBM’s previous flagship 127-qubit Eagle processors.

The System Two, which comprises three QPUs in one large hexagonal-shaped system, was introduced in late 2023.

In total, the company claims to have deployed just shy of 80 quantum systems since 2016, more than the rest of the world combined, according to publicly available data cited by IBM.

In February 2025, it was reported that between Q1 2017 and Q4 2024, IBM had almost hit $1 billion of signings since the inception of its quantum unit in the first quarter of 2017.
