France has secured billions of dollars in new data center, cloud, and AI investments.

At the Choose France Summit this week, France’s President Emmanuel Macron announced a number of data center-related investment plans for France.

This year’s Choose France event featured 71 announcements representing €93 billion ($108 billion) in investment. Tens of billions of that figure were related to digital infrastructure.

Investment giant Brookfield plans to increase its investments in AI-related infrastructure in France to €30 billion ($34bn), up from the €20bn ($23.2bn) announced at the AI Summit in February 2025. The company is developing two campuses – one in the E-Valley in Cambrai and a new AI site in Escaudain, in the Hauts-de-France region – that will be built and operated by Data4.

On LinkedIn, Brookfield's head of AI infrastructure and head of Europe, Sikander Rashid, said the expanded funding will "support the development of a large-scale 700MW AI factory in Northern France, strengthen local communities, and create 2,500 permanent jobs."

"France is a natural destination for AI infrastructure with strong energy, connectivity, talent, and industrial ambition, and remains a high-conviction market for Brookfield," he said.

Campus AI – a joint venture between MGX, Bpifrance, Nvidia, and Mistral – is about to select a second site that will see approximately €7.5bn ($8.7bn) invested. Full details haven't been shared. The venture is currently developing a site outside Paris in Fouju, in Seine-et-Marne: the first three-building phase is due live in 2028. The Fouju campus will total 12 data centers across 70 hectares at full build-out, offering around 1.4GW.

Nebius is developing a 240MW data center in Béthune in Hauts-de-France. First reported in February, the company is redeveloping a former Bridgestone tire plant. Nebius will reportedly be investing around €8 billion ($9.3bn) in the project, with the first phase expected to go live in 2026.

“We are proud to build the future of AI in France!” Nebius said on LinkedIn.

UAE cryptominer Phoenix Group will be developing an 18MW AI facility near Lyon. Previously announced in May, the project is part of a 1GW European build-out and pivot to AI, which will include 500MW in France.

SoftBank is planning a major build-out in France, totaling up to 5GW of capacity, as reported by DCD earlier this week.

Verne and Ardian will be developing a 500MW site outside Paris in support of Iliad’s AI gigafactory bid, as reported by DCD earlier this week.

German software firm SAP will be developing three data center sites planned for the Île-de-France region in the first quarter of 2027 to develop a sovereign SAP cloud and Business AI region. It is unclear if these will be self-built or merely the company leasing capacity.

Last year’s Choose France event saw announcements from Brookfield, Digital Realty, Campus AI, Prologis, and others.

First announced last year, groundwork this month began on a semiconductor outsourcing and testing plant in Le Barp, near Bordeaux. Tessalia Technology is a joint venture of Foxconn, Radiall, and Thales.
