Gordon makes an important distinction between capital expenditures that receive formal approval and operational conditions that can deteriorate without a comparable decision gate. There is another question worth adding: when a data center's actual operating performance materially departs from the assumptions used to justify its original investment, who is responsible for determining whether those assumptions remain valid? Commissioning establishes an initial performance baseline. It does not establish permanent operating efficiency, usable capacity, or financial performance. At Persistence Analytics Group, we approach this through Decision Assurance™ and Infrastructure Assumption Verification™: examining whether the evidence supporting an institutional decision remains sufficient as operating conditions change. The missing discipline may not be another engineering intervention, but a defined revalidation trigger connecting operating evidence to the original capital decision. Neil P.
